TCOE school-based specialty mental-health services
Agreement approvedWhat this is: Specialty mental-health services for children and adolescents ages 4–15 and transitional-age youth ages 16–18. Services include assessment, therapy, crisis intervention, medication support, rehabilitation and case management, with intensive coordination and home-based support for eligible youth. Screening and clinical assessment determine appropriate services.
Porterville commitments: The agreement names operations at 629 N. Main St., Porterville and a 14-district South County catchment: Porterville Unified; Alta Vista, Burton, Ducor Union, Hope, Hot Springs, Pleasant View, Rockford, Sausalito, Sunnyside Union, Springville Union, Strathmore Union, Terra Bella Union and Woodville elementary districts. These are service-area commitments, not a list of confirmed staffed campuses.
Services are primarily school-based, with homes, clinics and other community settings used as needed and preferred by clients. Regular hours are Monday–Friday, 8 a.m.–5 p.m., with flexible schedules and year-round continuity, including summer, school recesses and holiday periods. The Porterville address is an operations location; walk-in access has not been established.
What the County approved: Agreement 32971 with the Tulare County Superintendent of Schools, approved 5–0 on October 20, 2026, for July 1, 2026–June 30, 2027. Up to $1,979,000 may be paid under the agreement. Payment is based on documented service time at provider- and location-specific rates. The agreement sets an approximate target of 150 unduplicated clients across the whole catchment. This is not guaranteed enrollment or a count of clients already served.
Access / referral — what we still don’t know: Public-facing intake or referral instructions were not clearly identified in the agreement materials reviewed by PRC. This entry will be updated when those details are verified.
What PRC is tracking: Service utilization, documented service time, the catchment-wide client target, year-round continuity, invoices and performance reporting.
